Private Courier contracts which are stuck in Failed state

This is something I've seen other people report on the forums, but the reporters were not clear/coherent in their explanations of the problem, so the result was often dismissal. Examples:

Quite simply: it seems a Courier contract in the "Failed" state never gets cleaned up from your total permitted contracts count. Example coming up (and this is what's currently happening to my character):

Let's say (due to skills, etc.) your total outstanding contract count limit is 10.

You then do a Courier contract with someone -- a private contract -- and for whatever reason that fails (person is an idiot; rather not get into the details). You set the total contract duration to 3 days. The Contracts page now shows you have a total of 9 outstanding contracts left.

Three days go by, then 4, then 5. But your total outstanding contracts still shows 9.

You go to Contracts -> My Contracts tab -> Status=Finished, and choose Get Contracts. The contract in question shows up as "Status: Failed". You right click on it and notice there's a "Delete" option, so you try that. The error message you get is: "You cannot perform this action on a contract that is not Outstanding", which makes some sense (to some degree) because the contract isn't in Outstanding state, but Failed state.

If you go to your Journal, Contracts tab, and look for any contracts that Require Attention, there are none.

So, there doesn't appear to be a way to reap (that means "clean up") the failed contract, which means effectively one could exhaust the number of contracts one has available via this problem.

Has anyone else seen this problem? I can reproduce it quite easily, so I'm inclined to think this is a bug in EVE.

I'm happy to provide screenshots or a video showing the issue if it would help.

EDIT: Edited to clarify that I meant a Courier contract and not an Item Exchange contract. Derp!

There I go again, opening my mouth without verifying things 100% first. So the issue is not with an Item Exchange, despite what I said above -- I was looking at the wrong row in my Contract history. The issue I'm describing is with a Courier contract (also private). I've edited my above post to reflect this. Sorry for the confusion!
