Is it a good idea to have a all in one exploration legion? If so would it be effective?
(I know the tengu is better but i like the legion more <3)

no dps = bad. pretty much sums it up for cloaky legions.

Is it for high-sec, low sec, null or WHs?

As said above your dps with covops subsystem is too low to do lowsec and even some high sec combat sites. You can travel cloaked with the liquid crystal sub and swap out to a suitable active tank pve fit for a given site, but even then the legion can only do lowsec plexin in certain regions due to damage limitations and natural resists. So you probably shouldn't do exploration in minmatar or even caldari space with it. Sansha and blood raider rats I believe are your best bet with a legion..t2 ammo is a must.

An all in one cruiser-sized ? I'd choose the Ishtar honestly. With good drone skills you can deal over 500 dps and fit all the modules you need. Another advantage with drones is that you can swap between damages, and between sizes.

I agree here, this ship is a lot less expensive and very effective with the drone skills at max.

Lowse-Ishtar over 750, hisec (Guristas) version over 900 dps.

However the best true all-in-one explorer is a drone Proteus. More dps, speed, and tank than the standard Tengu, but has tractor beam, salvager and codebreaker.
