Can you setup a POS with a Mobile Lab in high sec at all? Or does it have to be in low/nullsec?

Yes, mobile labs (and their variants) are allowed in any POS at all.

A list of stuff you can't anchor in highsec, from what I remember off-hand, is:
Silos, Reactors, Refinerys, Moon Harvesters, Jump Bridges, Cyno Generators, Cap Ship Hangers, and Cyno Jamers. (The last four of those require Sov IIRC).

AFAIK pretty much everything else should be usable on any POS anywhere so long as it has the spare grid and CPU.

note that while you can anchor labs with any standing, in order to anchor the stick your (player-owned) corporation must have the system's security status * 10 standing with the faction, and you can only anchor in 0.7 and below.

so, for a 0.5 system, your corporation MUST have 5.00 standing or above with the relevant faction (Gallente, Amarr, Minmatar, or Caldari)
