Shield Ishtar still viable for lvl4's?

Coming back from a break, not in 00 anymore and I need some ISK.

Got an ishtar laying around and a level 4 agent from 2005 that still knows my name. Will a shield ishtar still hack it against lvl4's? If so, what should I throw on it?

Invuls good? Or should I stick with racial actives? Active or can I stick with extenders?

What space are you in? Shields work fine for Guristas, Serpentis, and Angels, less so for Bloods and Sanshas (for obvious reasons). Full passive fit works though it sacrifices damage fitting purger rigs instead of SDAs. Oh, and you are using T2 sentries, right? Because that makes all the difference in the world.

Is it viable: Yes. Is it the best Gallente ship setup to use for making ISK from L4's: No.

Personally, I would use a Domi for level 4's unless you are planning on running them in low sec and want the gtfo-ability of the Ishtar. You will complete the missions much quiker (more isk) in the Domi. Also I would invest in a Noctis to hoover up the loot after you complete the mission. Expect about ~15mil per mission for full loot and salvage. Sell the Noctis when you're finished, the price is pretty stable.

If you want to munch through the missions quickly then use something like this. DLA is for ranged rats, the TP is useful for clearing frigs and the web is useful for Angel BS, which like to get in close and orbit you at about 7km. Make sure you make absolutely sure you have the correct resists.

Shield Ishtar is mostly used if you need to tank huge kin/ther site with energy neutralizers (or slowly chew through those solo). They are not by far optimal or very fun ship for L4's, main reason being loss of Omnidirectional's and sentry rigs. Armor Ishtar works but I'd prefer Dominix for added gun damage- one above would do well if you are gallente speced.

Get a Navy Domi if you are in high sec.
