All of this is horrible advice.
List of things to do.
A) Switch ISP
B)run virus scan, something is hogging bandwidth in the background
C) Stop all torrents and/or downloads
D) If you have a wireless router and it is unsecured, someone is using it and downloading or it's been hacked.
E) if these fail to produce results, call your ISP and raise hell

FYI, Satellite is the worst suggestion to give someone for internet. It is worse than dial-up. speaking from experience with all Satellite ISPs

This still an issue? Or did the isp resolve this with the log file? Generally an isp can resolve it with the appropriate diagnostic logs. You mentioned being able to pvp so I assume the issue is resolved.

The program (tracerout) doesn't fix it, it's just a log file you send to your isp so they can contact the admin of the problematic server so to fix it or re-rout. Ten or fifteen years ago this was a common thing, but still happens. So you have satellite, there's your problem, and nothing can fix that. If you are having problems with 3G, well get an antenna, about the only thing you can do other than changing carriers if one has a closer cell tower. If you are pinging under 200ms then there is no serious problem.
