do the Mining Foreman Mind link - laser optimization 1 Stack? (use 2 at once and gain same benefit 2 times?)

Can an Orca run 2? and give close to 50% boost with correct skills?

you can only use one of each ganglink and the mind like does boost the links and it also stacks as far as i know.

All leadership mods apply once and only once and always come from the highest boost available in your fleet boost tree setup (that is, an optimal booster designated as the squad booster will override a sub-optimal booster designated as wing or fleet booster, but only for that squad). Running multiples of the same type gives no benefit.

Correct. You can, however, use all 3 types as follows:

Harvester Capacitor Efficiency
This module decreases the capacitor need of mining lasers, gas harvesters and ice harvesters. (Bonus: -2%)

Laser Optimization
This module decreases mining lasers/ gas harvester and ice harvester duration. (Bonus: -2%)

Mining Laser Field Enhancement
This module increases the range of the gang's mining lasers, gas harvesters and ice harvesters. (Bonus: 4.5%)

I just use Optimization and Field enhancement, along with a Siege warfare link on mine however.

Shield Harmonizing
This module boosts all shield resistances for the gang's ships. (Bonus: -2%)

Gives me range, mining duration, and tanking bonus to my miners.

I believe most people (including myself) run the, Laser Optimization and Mining Laser Field Enhancement and skip the capacitor one, as it isn't needed.

This leaves you a third slot which I use the shield harmonizing to increase the tank of the mining fleet against ganks etc.

I'm not seeing a fleet bonus form the laser optimizer 1 ganglink and the mining laser field enhancement 1 ganglink

I'm not seeing even though I'm squad leader and set as fleet booster , I'm not seeing the boost? on anyone in fleet when they check times for cycles and for distance?

Green check mark in fleet?

Am I missing something?

and yes they are on, Yes fleet is set up right yes we are all in same belt, no one one is in warp or in station. whole squad is in the same belt ....

Am I required to have Mining foreman Mindlink Implant?

You don't need the mindlink that just gives you further boosting.
The only thing I can think is maybe you just have leadership skill to lvl 1 meaning that only a couple of people in the squad have the boost and they might be your haulers. So long as the Orca is the squad commander and has the modules activated the boost should go to the squad members. Leadership V so all members of the squad get the boost afaik.

When your set as booster, have one of the miners check their mining laser's recycle time. It should be somewhere around 120ish seconds, instead of the base 180 with your skills up, and the range should be pushed to around 25k instead of 15k optimal. Other than the fleet box, there is no 'you are boosted' symbols on peoples ships. You just have to look for the effects on the equipment.

Try moving booster to squad booster not fleet booster. You need all command positions covered for the booster to work from fleet boost level.

For example for the squad booster to work you need a squad commander with leadership skills trained, can be the booster or another member as long as a squad leader is in fleet.

For Fleet booster to work you need a Fleet Commander, a Wing Commander, And a squad leader, for boosts to be passed down the chain.

Also you need to turn the links on before any of the miners activate their strips. If they activate before the link is active it will not affect them until next cycle.
