What's the current CSM thinking about how to balance faction warfare and focus on PvP?

While I welcome the recent changes (Fast Forward) what will CSM do to change to balance of faction warfare to be a more even playing field? Don't get me wrong playing outnumbered is fine to a point, then it just becomes stupid.

What will you do to reward PvP more than the PvE. As an example I killed an enemy frigate got 97 LP, circled a "button" in a small complex for 10 min and got 10000 LP....
