Is there some reason that the Rorqual is the onlycapital ship that can use the capital tractor beam or is it just typical CCP being CCP?

The only thing more useless than a Capital Tractor Beam I is a Capital Tractor Beam II.

The Rorqual was supposed to sit in a belt, unable to move, hence the Rorqual bonus and tractor beam designed specifically for the Rorqual.
