Why not make it so that you gain a small amount of lp from plexing, say 1k lp for solo capping a minor, but if you kill a WT ship in a plex or on grid with a plex gate you get LP based off the ship type. If the ship fits in a minor you get 5k lp, split between all parties, if its a medium plex ship you get 10k, and if large you get 15k. Then make kills of those ship outside of plexes, or off a plex gate grid, give a small amount more then plexing. An example of this would be, if you kill a slicer in a minor you get 5k lp, if you kill a slicer at a system gate you get 2500 lp.

The insentive for plexing and capping systems could then be that each system would give whoever controled it a boost in it, like a WH. The strength, precentage, of the system boost would increase or decrease based on the contested precentage of the system. Every 2 or 3 down times, randomize the bonus, that way people arnt always fighting over 1 or 2 systems.

oh and while im at it, lets say that off grid boosts dont effect people inside of a plex. Call it some sort of boost interference or something that the faction navys are using at their outposts.

What i think all of this would do is promote plexing and system capping for a strategic reason and make the LP generating mechanism BE pvp.

So I place a crap alt in the opposing faction. I then do some math, find the optimal cheap ship my alt can fly and I can kill. Ease LP gain... Yeah, that system won't be abused.

Easy way to fix that Lady Ayeipsia is to make the standing requirements for FW higher, and the consequences for joining Much higher. As soon as you join a particular faction, the oposing faction is automaticaly set to -5.0 and the secondary is set to -2.5. But regardless any system will be abused, the key is to have a system that can be abused but not exploited. If your mains faction is T1 and you blow up your alts ships, cost prolly around a mill or so, and get 5k lp per kill. That would take you 200 kills to get a mill LP, or 200 million in alt ships.

In regards to your question Mallak Azaria, i put a little more thought into it because yes it seems like a good way to ensure people sit in their own systems. So here is my second version of the system bonus thing.

The systems bonus is generated by the hub, whoever controlls the hub (system) gets it. The bonus can be called [Faction Name] Moral. Any faction member in an owned system gets the moral boost. If system A is owned by Caldari, every caldari FW member in system gets the boost, in addition to that each system that neighbors system A also gets that boost so long as it is an oposing faction controlled system, and so long as system A remains less the 5% contested. The "Infecting" system buff, would be changed to [Faction Name] Propoganda in a neighboring enemy controlled system.

As an example: Amarr owns Kamela and Kourm, each would have an independent system bonus. Kamelas buff would not be recieved in kourm and vise versa. However, if Kourm is less then 5% contested and houla is under mini control, then every amarr FW member in houla gets the Kourm bonus. At the same time every Mini in Houla would get the houla buff.

If there are 3 systems A, B, and C, and system A and C are conected and systems B and C are conected. Then if the Gal own Systems A and B and Caldari own C, What buff would gal pilots in C recieve? This would come down first to which Gal system is less contested, and if they are both equal it would come down to a priority system, if system A has a better buff then system B then Gal pilots in system C will get the bonus from system A.

As another small change to my initial post, instaid of randomizing the bonus every 2 or 3 downtimes, change it to every 2 or 3 weeks, this way faction have an opertunity to take a system with a desired buff.

Im sorry this is a wall of text, but its just an idea i have had building for the last few weeks.
