You need a character that has director roles, and if in an alliance must also be in the executor corporation. Open the war tab in the corporation section and you can see all active wars. You can select a war and "Offer Assistance" either for free or for a cost. You can offer assistance even if they war decced entity did not request it, though you'll probably have a higher chance of being accepted if you check the "All corps requesting assistance" button.

You can only be an ally for the defender and the cost for the defender to accept allies goes up after each ally they accept. First one is free (minus whatever the ally is charging, if they do charge). Ally contracts last for two weeks or until the war ends, whichever happens first. The war is also shed from the ally if it becomes mutual or the war decced corporation forms/joins an alliance.
