Why does the Target Painter II cost more to activate and takes up more CPU then the

Phased Weapon Navigation Array Generation Extron which is only Meta 4.

Does the Tech II provide anything to justify the higher fitting and activation costs?

Yes the Meta 4 Painter is wholesale better then T2 at the moment along with Meta 4 Sensor Damps, ECM and Tracking Disruptors. Until recently Plates were among the ranks of the Meta 4 is better as well until the HP Buff.

Some T2 Modules currently get the shaft and hopefully that will change in the rebalancing like the T2 Armor Plates.

What I really need to do is capture one that's still alive so I can time loop them. Then the plan will be complete!

One point of note... Back before the changes to loot drop (when drones had poo, t1 mods dropped, etc) and prior to eve showing the estimated value of a mod, pwnage target painters were expensive. They cost around 6 mil isk per. The t2 variant provided similar effect with only slightly worse fitting and far cheaper cost.

Now though.... You can buy an pwnage tp for 250k isk, making the tp2 a useless mod.

Frankly I don't think there's any need for T2 mods to be better then their meta 4 counterparts. The T2 bonus has traditionally been increased availability at the cost of increased fitting recuirements and the ability to use T2 Ammo. This is in line with T2 modules beeing used by more experienced characters that can handle the increased fitting recuirements without any trouble.

But when T1 becomes better then T2 it's time for something to change.
