Solo PvP? Covert Ops?

I have a question about a style of solo pvp I'd like to try. Basically, I'd want a ship/setup that can cloak, find a safe spot, scan systems with probes to pin point warpable targets and then warp in for a kill. Stealth, find a new safespot, and then scan some more.

I imagine a ship that can cloak and have excellent scanning skills is not going to be the best in combat; but are there still (at least a good amount of) targets out there that it could take on?

So, is there a ship that can do this? I've read a little about covert ops...is that the kind of style I'd be wanting to try?

If so, what ships are the best at it? Could the same ship/setup be implemented in small-group or even fleet pvp?

I'm a new-ish player, so any tips/tricks/suggestions about this topic would be EXTREMELY helpful.

Tech 3 is what you want, or an alt.

Tech 3's can fit scanning sub systems that allow them to scan very well, without messing up the tank / dps of the ship too bad.

If you don't want to go the T3 route, consider the Pilgrim. Granted, your damage output will be on the low side and your target selection is limited to turret-based ships, but it's fun and effective.

Ok, you will need to take this fit with a MASSIVE pinch of salt but here is a different answer. Assuming you are searching for plex'ers or people running WH sites or afk in safes etc then this might work.

It will rely on a few things: 1) you land within about 25km of your target and getting lock/point/neuts on before they warp out. 2) You can overload MWD and close in quicker than they can burn off. Both are a little random but on an unsuspecting target you should get lucky. I'm willing to bet that a whole bunch of people forget to hit scan or don't watch their overview more than once ever 10 or 20 seconds or less.

If you have two accounts then I would go with a Black ops gank set up and a t3 for probeing and tackle. Well I personally am going to do a Panther and a neut legion.

Really there isn't a ship that can do everything effectively. Cloaky ships for the most part lack dps compared to non cloakys and with that in mind your going to have a hard time fitting a combat probe launcher to most ships (due to the massive CPU requirement). Also if your fitting a regular cloak to a non covert ops ship you kill your locking time (which is essential to pvp). I would suggest using an alt in a covert ops/T3 and a main in some kind of BC or combat T3. If its not possible to use an alt i would go for a pilgrim however you most likely need recon 5 if you want to fit an effective ship with a probe launcher. As for targets you can take on it depends on the ship you use, a cloaky tengu does absolutely no DPS and you probably will not be able to break a mission runners tank. The loki is probably your best bet for an effective cloaky prober with decent DPS. A pilgrim will be able to neut out your target and tracking disrupt them to hell so they can't hit you, while you let them slowly die to your drones and the mission rats.

http://factionalwarfare.info/1586/sneaky-buzzard-kill/ was my most heart throbbing, adrenalin rushing kill using a Buzzard -- mainly because of other ships on the field that tired to close when they finally figured out their mate was going down.

http://eve.battleclinic.com/killboard/killmail.php?id=14458365#mail was earlier today. The Manticore pilot did fight back; and actually had me lightly into armor when just when his ship went poof.

http://eve.battleclinic.com/killboard/killmail.php?id=14383376 is one of our corp mates taking down a Charon solo in a Purifier.

http://eve.battleclinic.com/killboard/killmail.php?id=14296634 is where he used a Purifier to take down a Maelstrom who had T2 drones on him during the fight.
