The difference is the importance.

Your access to Jovian tech was gained through Jovian outposts in the accessable parts of the cluster after the Jovian withdrawl into their space.

Ours was gained in that previously inaccessable space, through the wormhole generators that the Master created.

A reply from Concord was received.

"Unfortunately I will not be able to assist you in this matter as contact with the Jove has been severed. I do hope you eventually find what you are looking for. "

Somehow I think Concord is stonewalling me. But, since they seem to be trying to discourage me, I will just have to thing of other, more unique, methods of trying to contact the Jovians.
