I've scanned these site quite regurly and i' ve noticed that , if they spawn with 1 container, they usally are empty, so no loot nothing. Nobody was at the place, so if somebody took the loot before me, the site has to be gone. So i conclude that there 's a chance that this site spawns there's no loot in them. Can you guys confirm? Or is it a bug?

Random chance is random. Sometimes you do get empty cans and nothing else.

Quite often you will find no loot in a container - which is a pain in the ass when you have failed to hack the can five or six times. Also, try approaching the can, in my experience sometimes another two or three miraculously 'appear' from thin air - or more correctly from the vacuum of space.....
My missus thinks of EvE as 'the other woman'. :)

Tip for you when you only get 1 can in a radar site. Warp out from site, then immediately warp back again. Sometimes 2 more cans respawn. Don't hang about after warping out though or the site will despawn.
