The Gallente Problem is out of hand.

These are the Gallente Rookie Systems, travel there, find the young Gallente pilots in their first frigates they saved up for, and blast them out of the ether.
Inform them that it is because they are Gallente that you attacked them and that everyone else will continue to dislike them until they choose a different race.
It takes a special kind of patriot to take upon themselves this noble duty.

Highsec is owned by players now. Systems 0.5-1.0 are New Order Territory. All miners and other residents of Highsec must obey The Code. Mining without a permit is dangerous and harmful to the EVE community. See www.MinerBumping.com

I highlighted the OOC part for you. As CCP is very protective towards new players, i would advice you not to go there and shoot or suicide gank new players.
