Tracking Disruptor VS Missiles

I heard somewhere (somewhere...) that missiles were to be penalized by tracking disruptor modules in the winter expansion, is that true?

They only postponed it as many missile systems base stats are being modified so much they want to keep the fire localized to pin down specific balancing problems before allowing all this extra ewar to skew the results.

Which is an excellent idea. I ran through all the proposed changes to a friend that just came back to the game after a ~1 month hiatus, and I realized then how freaking many there are. It's nice to see a bunch of changes at once so you don't just see ships employing the changes (everyone flew tier 3 BC's after Crucible, Incursus/Merlin after the t1 frig changes, etc), but at the same time it's going to be a big challenge to figure out which ships are OP. I'm sure there will be a few.
