What exactly would these gangs do when they got to empire? They can't do anything until someone engages them.

Suicide gank, which has been "carefully balanced" to ensure they won't make profit.

But that happens pretty much with impunity, right?

Not if certain people can help it ~

CCP, please think of the carebear mission runner who spends months in caldari space, only to decide to run missions for the gallente and find his overpriced mission boat being ganked by the gallente navy! Pity the bears!

(yes, I actually know of this happening to someone, I watched a Golem get popped on a gate because he didn't understand what was happening)
Funny you should mention that. Just last night I saw a Tengu autopilot across the border with bad Gallente standings. I did enjoy the unexpected free DG ballistic controls.

Post with your monkey.

We can't have outlaws moving freely in highsec. I might attack one and lose. New players might attack older players and lose which never happens in MMOs. They could suicide gank without having to dodge navies or use neutral haulers to bring ships to their pods in 1.0. And besides, they suck. Roll

Why NOT let -10 players 'move' through highsec, going about their business and/or trolling for fights with random players?

Because this is Eve. If you tank your sec status for whatever reason, there should be a consequence...reactions to your actions. Now, if you want CONCORD to take over the Faction Navy's job there, that's fine. If you want free rein to bop around hisec without a care in the world, no. You earned your status, now you have to reap the consequences of it.

Besides, what else is the faction navy good for?

But there IS a consequence. You lose protection from Concord and protection from being podded. You lose the ability to be neutral repped, if you choose to venture into highsec.

I am not arguing that there should be 'no consequences' for low sec status. I just believe that one could do away with the NPC Faction Navy and the remaining disadvantages are sufficient.

Sure, it would make highsec a more dangerous place. But also a more interactive place. As stated, pirates would be at a severe disadvantage in highsec - but actual destruction on the pirates would have to be done by high-sec players themselves.

I'm still failing to see who loses in this one.

-Carebears who don't want to be bothered with it, just ignore them.

-Vigilantes who want to try their luck have the option of doing it.- They can taking on a pirate 1 on 1 - or 'X on 1' whatever they like. They get to do some PVP without having to venture into 'scary' lowsec where they likely will get gang raped.

-The pirates get fights, sometimes 1 vs 1, sometimes 1 vs many. Either way, they get fights without NPCs ending the fight before it even really got started.

-Gank victims are still going to get ganked, this will make little to no difference.

Its like highsec bears don't even want to see the game made more interesting and vibrant - just to 'punish' pirates by denying access to highsec. Thats called cutting off your nose to spite your face. And pirates use high-sec anyway via alts in Orcas.....Roll

Those poor outlaws. I feel so bad for them. I think I'll send one of them half of my ISKs.

Now that Crimewatch has been devblogged, I can see this worthy idea was not considered.
But all is not lost.

There is still a chance that CCP will throw criminals some kind of a bone, rather than just getting the back of the hand.

CCP is now considering removing the one feature that inconvenienced Carebears (the NPC counter)...

so perhaps they'd give this some consideration.

Concord is still there, still spanking GCC players.
But the Faction Navy is useless and only serves to prevent fights in highsec, by making actual fights impossible.

Lets see them removed and see if vigilantes decide to fight with people that actually want to fight, not just trying to gangbang canflippers and suicide ganking industrial alts.

Outlaw doesn't mean the feds are after you, it literally means "outside the law" meaning any random person can do what they want to you. CCP got that right, now they need to go the extra step and make keeping reds out of highsec a player related task. It would also lower the bar on piracy for younger characters as going red wouldn't necessarily mean getting locked out of highsec anymore. Besides, with all the ganker nerfs and outright removal of can flipping, the baddies need a bone tossed their way, otherwise it'll just be AWOXers left and right.

And we'd hate to see that go next, wouldn't we?

Removing faction navy would allow outlaws to actually fight in highsec.

Currently, its nearly impossible because endless waves of faction navy pile on and jam, web and ECM you death.

Removing the faction navy simply means the vigilantes pick fights with outlaws, and the outlaws can shoot back without getting dogpiled by NPC agents.

Combat Disadvantages remaining for outlaws:
- No RR
- Can't benefit from numbers (as outlaw fleetmates cannot shoot unless attacked)

Advantages:
-Easier for outlaws to move in highsec without relying on alts.
-relieves pirate pressure on lowsec to highsec gates, allowing them to enter highsec and troll for fights - even at a disadvantage.

Most importantly it gives CCP a chance to put their money where their mouth is.
Show us that this isn't just the "Make highsec safer/carebear wetdream expansion"
Show us that its really is about putting security into 'player' hands instead of just piling restrictions and disadvantages onto highsec criminals and outlaws.
