Our focus has hardly shifted. As stated, the goals in our mission statement have been practiced by the Accord for some time, but with current events and some confusion over our mandate, we felt it appropriate to expand the description to make these goals official. I can concede that this is adding a fair amount to the "official" mission statement, however, it is not at all inconsistent with our objectives or values.

I have been in short but fruitful discussions with SYNE regarding their humanitarian presence and focus on operating as an unofficial body representative of CONCORD-Empire cooperation. I must stress, however, that this is Caldari sovereign space, and though I only speak as a citizen and capsuleer thereof I must stress that this is a State problem.

Nisaba Syndicate and her allies/mercenary contingents do not recognize foreign or intermediate military authorities in this matter, and will treat all criminal and war flagged individuals as one and the same, pursuing the destruction of either with extreme prejudice. I implore a representative of the CEP to make an official statement with regards to the State's resolve to provide allowances for State loyal and neutral assistance in this matter, as I have no doubt that should this declaration turn out to be more than posturing, the Guristas will boast their own pre-planned and incidental capsuleer forces.

In the meantime, I advise that State loyal capsuleer forces make contact with SYNE to ensure that both parties are aware of their humanitarian focus and potential command of neutral assisting elements, as their record suggests that they have frequently managed to acquire command of such assets. Also note that official and public channels are likely lousy with spies and informants, ensure that critical communications remain the province of internal communiques, with only the general terms of command/allowed activities in any potential engagement zone being the domain of public or semi-public discussion.

Ushra'Khan have launched a campaign through PANDORA offering pilots on combat missions with our Agency additional rewards.

We are offering additional Loyalty Points to any kill where the pilot shot down is considered as hostile to the Minmatar Republic, be they working for the Caldari Militia or the foul Amarr. This shall remain active as of 15:00 for the next 24 hours and shall apply to kills within the Orpana constellation.

Once again I find myself unutterably glad of my choice to live in unknown space, away from the insanity of the rest of the New Eden cluster.

As a note, the Sleepers have been very...talkative...of late. Perhaps whatever these pirates are looking for is in some way related to the increased communications noise from Sleeper sites?
