Do high sec DED sites ever change location?

I've been flying around checking out the DEDs marked on the Star Map and noticed many of them sitting in the same locations from days ago. They were, ofcourse already cleared then as they are now. Are these sites simply refreshed after downtime for the first person to hit them?

the sites you see on the map are the static ded sites, you can see some lowsec and nullsec sites as well.

The hisec ones and many of the lowsec ones are camped 23/7 but you can break their camp if you are attentive when it does spawn, usually though the guristas ones are extremely hard to time cause the guys camping them have years of experience on you
The hisec ones respawn ever hour or everyother hour. so keep a watch if you want. i tried a while ago to break into the static hisec ones a while ago and in three days (approx 18 hours) i managed to get three spawns, but nothing significant out of them.

try scanning after you train the relevant skils up a bit and you can find the nonstatic ded sites.

Its not possible to please all the people all the time, but it sure as hell is possible to Displease all the people, most of the time.

Static DED never change. Don't even waste your time running them.

Scannable DED sites always move but you wont know where to. Skills for scanning are quick to train so look into it

You're better off scanning down 3/10 or 4/10 in high-sec, but in Caldari space there are about 1000 other players doing it at the same time. Probably not much exaggeration.
