It has everything to do with the amount everyone has invested into Heavy Missile related things.

They are still going to work very fine but what's the point shooting missiles at over 100km with big explo radius/speed impact/travel time thus loosing dps/delayed when they can go faster hit stronger adn apply a much better dmg on target?

Add ROF as bonus and you get very nice ships. If I get a +5dmg instead of +5kinetic, this is just uer awesome on top !
