Real factional war, creating more immersion and improving FW and PvE (and a side idea on Bonds)

Watching all the eve trailers, I'm frequently struck by how epic the massive fleet fights between the major factions are. In game, however, they are non-existant. Its a bit strange that these factions developed the most powerful ships in Eve, yet (excluding live events from before i played i believe) all we see from them are some battleships and cruisers at gates.

I realize there are truces, CONCORD, etc., but what if the factions actually sent fleets out to engage each other? What if players could help?

Imagine receiving word through FW center that for example: a large Caldari navy fleet plans to engage the Gallente in [insert] system. I think this could be a huge boost to FW and PvE. Players showing up to these fights would/could fight both the enemy NPC fleet and enemy militias and be rewarded in some way. I think it would add a lot to immersion and provide ways to get the storyline more involved in game.

Probably a lot of work but just a thought.

Side note, I had an idea for bonds and was curious as to what people thought.

Make a type of contract for bonds. The bond will pay some face value on a certain date. The issuer/seller can then set a price to determine what the interest rate ends up being.

The only issue is defaulting. Since there isn't really a legal system to determine whether a person/corp defaults because of fraudulent intentions or because they're actually broke, there would have to be some alternative. My idea was a choice for the defaulting party of either:

A) ISK garnishment schedule for player/corp

B) Major security status hit

You could make A the only option, but I think that obviously scamming is a part of Eve, although there should be consequences.
Maybe even make it instant -10 sec status. I think that would dissuade most and to be honest I wouldn't buy a bond from someone with really low sec status anyway.
