I recently had to reinstall my Os (vista) everything went ok but now when i try to install eve i get a message saying 'cancelled by user' any ideas,

I'm assuming you mean eve_online_installer_versionnumber. I'll take a shot and suggest try right clicking and Running as Administrator. If that doesn't help then I have no idea.
