Just to confirm my suspicion that i have.

With max drone opty skills and 2 faction omni's in mids i get Garde II optimal range of almost 50km but it shows that number in game only when drones are docked as soon as u launch them and press info it shows stock24km optimal range.

Is this bug and does my skills and gear from ship pass bonuses?

The drones do not have any skills applied to the stats you see when they are in space. When they are in the dronebay they should show the correct numbers.

It's a known bug.
