If you are shooting at targets with a smaller signature than your missiles explosion radius

Err ... that's not the whole truth.

The TP also helps if the targets (sig_radius/target_velocity) is below the missiles (explosion_velocity/explosion_radius). I.E. the target painter also helps when target is moving too quickly.

This is a major difference to turrets, where a TP will help against one form of mitigation (transversal), but not against the other (distance > optimal).

Basically the same effects it has for turrets: it increases your damage vs small, fast targets.
