You cant tell. It depends on what you flying. An ishtar need less hp/s than any bs but it can tank better for example

It's not about effective hit points. There are many different ways to tank.

Speed, range, resists, and dps kinda determine what EHP you'll need.

I guess you plan to use a blaster proteus with AB?
If that is the case, you don't need much HP/s to clear BS rats in belts. The dps is high enough that a 200 HP/s is more than enough.
But don't forget they are jamming, which isn't fun, so you need to module it accordingly.

One of my friends is ratting in a caracal with 17 hp/s and barely 10K ehp by using range sniping/kiting, so its all relative to what how you are playing.

For plex it really depends on the level you plan to do. Around 450-500 should be enough up to about 6/10 or 7/10 by using speed tank + armor tank.

Good luck.

I used to run forsaken hubs in a Cerberus until I had the money for a Tengu. With proper resists and a faction afterburner I can warp in, pop a BC then orbit the wreck at 50km with afterburner on. I am fit with a medium shield booster and so far I have never had to turn it on. I eventually dropped it for a ECCM because Guristas are annoying.

In a proteus I believe you'll find it similar. You can achieve a LOT more EHP and DPS so orbit a wreck at optimal for blasters and kill the long range rats first. You will take more damage just because you'll be in range of all ships from the very start where I am only in range of the snipers.

The same can be done in a Talos/Naga. Just try not to orbit unless taking too much damage since it cuts down your dps.

As for scanning and running sites, I don't know. I only ever run anoms which can be scanned with onboard scanner.
