Looking for Scanning Alt

I'm now looking for a scanning alt,
It need to be able to fly a T2 scanning frig.

High scanning skills are REQUIREDSmile
Covops cloak and other must haves for low sec are also needed

It ideally doesn't have to fly any combat ships and I'm not wanting to spend too much money on it.

I won't turn away implanted toons and would be happy to have one, as long as they're appropriate to scanning.

Shocked im not really looking for either that pimped with lvl 5's or that many skills towards some other things,
its not needing to fly any other ships just the tengu.

flys all caldari t2 frigs except kitsune , all t2 cruisers except onyx and falcon (falcon only got couple min training time) but those ships could be trained within 10days
