Like it or not, non Empire factions are social, political, and legal entities that have boarders and regulations. The Nation and Federation may have fairly large scale combat infrequently, resulting in terrible losses on both sides. But the Federation and State probably have even more losses due to their continuous warring upon one another in those regions of space where Concord's influence does not stretch. The corner of space I call home sees on an average week more combat between Militia forces then combat between the Federation and Nation navies through out all of Gallente space. Sure Sansha may be a threat and is very easy to paint as the villain, but from where I stand the greatest threat to the Empires is each other. And yet, they are willing to work together when their common laws agree.

The first step should be to see exactly what this Akai is accused of. Whether or not the accusations have any merit. This before deciding whether or not to aid the Nation. At the very least his extensive pirate ties should already make him a target to most people. Turning your backs to spite Sansha does you no favors if he is an actual danger.

Your corpse will provide the necessary DNA for adequate fact checking. We know Akai Juugatsu to have incompatibilities with the Capsule, but I will make certain of your exact function. Incompatibilities are not that difficult to overcome, after all.

Human trafficking in our understanding is profiteering from the active trading of human beings as commodity goods. The Nation is a subtracting entity in this equation, it takes out of the human trafficking system into itself. One could argue that the Nation profits all the same, but that is attaching economical concepts that are irrelevant to its operating philosophy.

His ties to the Serpentis are concerning, and undoubtedly the Angels are involved with their subsidiary.

Until we possess further information, the Capsuleer bearing his name is considered a decoy but worthy of pursuit to verify such. There is no sense in leaving loose ends.





As part of our ongoing search, the emergence of this Capsuleer named 'Akai Juugatsu' is of some interest. As he is a Capsuleer, supposedly, we are relatively certain of his cloning capability and are interested in one of his corpses. Those who can provide a healthy sampling of his biomass will be subject to compensation upon the Foundations' successful retrieval of the biomass.

Mister Juugatsu,

I can only wish you the best of luck during this .... endeavour in avoiding capture. From personal experience with the Placid region as a capsuleer I can only say it's risky at the best of times.

Should you find yourself in need of assistance, I will gladly lend you my ships, weapons, contacts and supplies should you need them. As one of many pilots who fight the Sansha on a daily basis, keeping you safe and out of their hands is payment in itself. It's not everyday that they go through this lenght of trouble for a specific person. So seeing them not succeed in their attempts is very satisfying.

Some of you are probably wondering how a non capsuleer like me has been able to access “secure capsuleer communications.” Let’s just say that your arrogance knows no bounds, in any case this will be my last attempt to make any sort of contact with you as a combination of Nation tracer programs and an a quite frankly alarming amount of CONCORD interest in my gaining access to this forum given my questionable background have led to me pulling the plug on this little experiment. I had just simply wanted to give you a good look at the face of the man whom Nation wants alive and to tell you this, it is probably a very good idea to dig deeper into Nations interest in me. You may find something interesting.

I believe the man raises a good point. Sansha, how can you seriously expect any positive result to come from asking Capsuleers in general for assistance, the vast majority of which wouldn't even so much as urinate on you if you were on fire, without at first giving us good reason to? At least we need to know what he has done and be offered proof of such. If he as done things even his 'allies' despise, that would go a long way to capturing him. Also, if you cannot prove your accusations, you may as well have left this an internal Nation matter.

The vast majority of capsuleers are driven by greed. This is, in a way, a sort of form of outreach to the greater capsuleer community, many of whom we believe to be against us simply because CONCORD pays them well to be so.

As to the specific crimes committed by this individual, I will have to receive clearance to release that information. I will provide any and all information that I am allowed.

Speaking to the greed aspect, you'd have to make it worth our time and risk to standing with the Empire factions. Those of us who still care about that sort of thing anyways. So far I've heard nothing that warrants annoying Concord, let alone going beyond mere annoyance to direct aid to Sansha.

CONCORD should care very little about someone mixed up between us and the Serpentis. Us, because we are a non-signatory empire, and the Serpentis because of their connection with the Angel Cartel.

It would be rendering aid and assistance to a group of known terrorists. And that's putting it mildly. Whether or not Concord would care, I do know my employers within the Empires would. So as I said before the reason and reward for assisting would have to be worth it for a Capsuleer.

They obviously want him alive so they can pick his brain in the off event he doesn't have it with him..

You affiliated Empyreans should really check your implants, I believe they are failing you in regards to deductive reasoning.. Perhaps I will look into this myself, but, Nation will likely not be alone in the bidding wars, should I acquire him..

Quite the contrary. Akai Juugatsu seems to have been rattled out of his hole, thanks to the invasive inquisition of you Capsuleers and other interested parties. The Capsuleer imitation aside, of course. We are still looking into that one.



We have registered several curious positive identifications on Akai Juugatsu. The Serpentis appear to be actively moving him around the region, although how they are evading us remains to be determined. Pro-active steps will be taken now that he is no longer so secure.

We have also identified several different operations becoming active for the Serpentis in low-security Placid. While they may beyond our reach in time, now would be your opportunity to find something for the Foundations, Capsuleers. I look forward to reports of interdiction and sabotage of these Serpentis affairs.
