Infantry Implants: "Templar One" vs. "514" (SPOILER)

Last week I read Templar One and just scimmed thru the Chronicle again. Which left me with some questions.
But first a recap...

The timeline in Templar One is basically:
- Amarr scientist discover implants and manage to adapt them (see also: Fanfest 2012 Trailer)
- The first Templars are created and trained, during death they have visions which they all share
- They try out the Templars on Pike's Landing in Amamake
- CONCORD, Ishukune, President Roden and Mordu's Legion gain intel on Templars
- CONCORD informs Heth about an assassination threat because Heth opposes clone soldier tech
- Ishukone (enemy of Tibius Heth!), Roden and Mordu make a pact to research the recovered tech together
- Jamyl orders the destruction of all current Templars because of the known issues

In addition we can safely assume that "Mordu's Trials" were the result of the above stated cooperation.

From 514 we learn:
- All four Empires have their own infantry implant research
- Apparently, Amarrian scientists managed to reengineer the tech without 'taint'

So..
Heth is running clone soldier research despite his original animosity towards the concept? What happened to Ishukone?
Also, didn't Mordu, Repola and Roden already know about the 'side effects' of the original tech via Marcus Jror thanks to the Jove?
At the end of Templar One, Roden is negotiating with Shakor to keep quiet about the happenings in Amamake. I would guess he offers info about the clone soldiers.


On a sidenote, at least now I know who this 'most trusted advisor' is whom Jamyl speaks of :p

Heth is doing more than simply "researching" the tech, he has utilized it in the retaking of Caldari Prime.

Though, he doesn't seem to have gone as far in utilizing it as his three colleagues;

Oh, if the Amarr knew how much of a blasphemy their beloved Empress truly was...

It's no use going back to yesterday, because I was a different person then, and it's a poor sort of memory that only works backward.

Aye, but that might aswell have been prototypes. Wasn't sure.

I assumed she was referring to capsules waiting next door. Heth is the only non-capsuleer here. I kind of doubt that these heads of state would risk the use of highly experimental implants.

Indeed :D

My questions are still open btw.. while I fear there's just not enough info given to answer them, maybe someone has educated guesses?

Haven't read any of the novels, so, sadly, I cannot answer or even offer an educated guess.. Beyond offering the blanket answer, that even though Heth is executor, the MegaCorps still wield incredible leverage...

It's no use going back to yesterday, because I was a different person then, and it's a poor sort of memory that only works backward.

Well, as per Templar One, Ishukone is the only MegaCorp opposing Heth. All others are either directly controlled by Heth / his folks in Caldari Provision, or have admitted to detail inspections etc and are at least publicly loyal to Heth.
All the while Ishukone CEO Repola had his daugther banned from University cause he did not comply with Heth and his Provis. Former Kaalakiota CEO Haatakan Oiritsuu is beeing opressed by Heth and secretly arranged an assasination attempt on Heth, with help from Ishukone and Mordu's Legion.

On a related note... The ppl from CONCORD are really arrogant or terribly dumb... first they underestimate outright ignore the threat from the Minmatar/Thukker fleet at the start of the Empyrean War. Now they told Heth about the assasination plans, thinking he would support them in their opinion against Clone Soldiers.
