Level 4 Missions in Genesis - question

Hey,
Was wondering where's the carebear's lair in Genesis, where can I do level 4 missions efficiently ?
By "efficiently", I mean:
- the system needs to have ships and t2 items for level 4 missions, so I won't run the whole region to make a decent fit, in case my ship blows up.
- the system needs to have few can-flippers/loot thieves etc

Eve provides plenty of tools for figuring this out on your own. Just look at the markets for the goods you want to have available. And avoid places with large numbers of people in system.

Pamah has security agents at all levels and is something like 8 jumps from Dodixie, which should be sufficient for your shopping needs. Yes, it has low sec next door, but Leran is just about one of the safest low sec systems in the game given that it's dead end island with two high sec gates.

Yulai is an option. But meh, 1.0 security.

Honestly, Genesis low sec is more more interesting.
