Say somebody has a Hound II BPO that has 0 me and pe. Can the owner then choose to research the me or pe?

yes. bpos can be researched.

edit> for claritys sake, doesnt matter if it is t1 or t2, as long as it is a bpo

its not a ****** bpo, dont get me wrong, but still redicules overpriced(100b+) for what u can make with it. certain module bpo`s are just way better isk printers.

Every BPO has different research times. T2 BPOs almost always have some materials cost to research as well.

It was just a hypothetical situation. I've always kind of wanted a t2 bpo of my own, and these are kind of "Baby's First t2 BPO" questions.
