Could we get a sticky?

Could we get a sticky with what we're supposed to be testing on each server? I believe most of the winter stuff is on duality, except for some FW stuff that was on buckingham as it related to Dust. So I'm not sure if the other FW stuff for winter is going to be on duality or buckingham, or if by then everything will be back on sisi.

The sticky could also have snippets of information like the fact you'll get blown up on duality if you try and jump in high sec. Perhaps even stating when that's fixed, in case people aren't looking for dev blogs for test server information.

With the increase in shiptoasting, the Report timer needs to be shortened.
