Only unmodified standings are used to join FW.

With the increase in shiptoasting, the Report timer needs to be shortened.

I think you can just join a corp that's in FW regardless of standings, do a few sites/misisons and your standing should repair itself in no time. Not 100% on this though

Create an alt, train it to create a corp, have the corp join minnie FW, join the corp, defensive plex like crazy.

For that he has to join Faction Warfare, which he cant, unless he joins a corp that is in militia, but then he wouldn't need the standing anymore.

Run the newbie epic arc. It's a few hours and you'll get more than required standings, without a negative penalty to the other side.

As suggested above, do the data center missions from the link above. I did it recently with an amarr toon and all i had to do was all the missions I could in 2 systems ( those that didn't require any standings), they were 7 jumps apart, but within 2 hours you will have enough standings to join your chosen militia :)
