The ability to buy/make/otherwise acquire cap booster charges. Without a steady supply you can't use an injected fit and have to work towards a fairly stable tank. If you do have a supply, you can use a cap booster to supplement your cap and use those slots for damage and damage application.

Honestly, I don't do Ravens, so I can't be of much help there. Something tells me you're looking at an XL booster, triple rigor CM fit with a range tank and plenty of ECCM though. If the proposed missile changes go through the preferred fit is almost sure to change dramatically though (screw the rigors, fit TCs and use your rigs to supplement tank/cap stability).

I use this in drone regions but it'll work anywhere you can easily dictate range. I warp my pod to the sites at 100km to see where I land in relation to the rats, often they are a lot closer. I bookmark the spot then come back in the ship making sure I have at least a 100km on them, you don't want to be in the middle of a site when a bad pops in local and warps in at zero. The range will give you time to run away and call for support. Pick a battleship and and start hurling missiles and once everything is blinking send your drones after the frigates, with 2 DLA's they rarely get close enough to be of any concern. If your doing it right you'll never have to switch on the tank, your cap will be pretty close to full should you need it and you'll be bored after about 5 minutes of pressing F1, but then that's the price you pay for easy isk. The upsides are you'll have free time surf the web, listen to music or watch movies as well as chat with people on voice coms or the chat channels in game. In addition to corp/alliance channels I have to be in, I watch the missions, mining and recruitment channels as they often have some good trolling going on that's pretty fun to watch.

Um, the drone mix, yeah I've answered cta's in this ship on occasion and helped out friendly gangs when we've had people stumble into our space. Again you want to keep range and watch out for tier 3 BC's, they'll ruin your day in short order, but otherwise you can have some real fun with the pucker factor of taking a fit like this into pvp. I'll warp it in after the fun has started so scrams, webs and whatnot are already in place and light up someone with the painter and sick warrior/ecm drones on whoever looks like they need the extra headache. The signal amp and sensor boosters let you get a lock before downtime and the rigor/painter combo coupled with good support skills lets faction cruise missiles do decent damage to anything but the smallest and fastest frigs.

I should say that I don't fly this much now as I've switched to an Oracle with Tachyons seeing as I'm in drone space and they're weak to EM. I use the same basic tactic though, sit at range pressing F1 to melt stuff while doing other things to keep myself sane. With T1 crystals, ammo is a non issue so you make a bit more profit from not having to buy ammo or deal with the logistics headache of needing ammo. I also fly a Tornado from time to time as they are more versatile when it comes to damage selection and vertical. You should look into the tier 3 BC's also, they are worth the training.

Umm. If the changes go through as published the Tengu won't be a super-viable option, but it isn't happening tomorrow or anything. If you have one to use, slap a dissolution sequencer on it and go shoot things.
