Refining skills and application on refines

Ok so I trained refining to 4 thinking I could pick up just scordite and veldspar processing and save myself time on training up refine all the way to 5.

My question is how the ore processing skills refine, because after getting veld and scor processing up to 2, it had NO effect on my refine on veld or scor. Do they not apply unless I have refine 5, even though they only require 4 to inject? Do I need refinery efficiency too?

Yeah thanks, I actually looked it up and discovered that XD

Now I feel stupid for not bothering to look it up...
