Nice character you have there with little "wasted" skill points, unfortunately though the lack of capital skills will really hurt the value. Not to be critical, but this is one of the higher skill point combat oriented characters I've seen without a trace of carrier/dread skills. I'd say in its current state you'd be hard pressed to get 25B, perhaps 22-23B realistically. Most people that bid on high level characters look for carrier/dread/titan specializations. If I were in your position I'd get some more capital skills in the works and try to sell it after 3-4 months of working on it.
