I’m not a manufacture, I’m just curious… Is all capital ship construction to be done in low sec or can you still make Orcas and freighters (not jump) in high sec?

They can be done in highsec, even at a pos with a large ship assembly array.

I've built both in High Sec recently. Other than taking forever, they came out fine.

Rule of thumb...if it can fly in high it can usually be built in High.

Slight adjustment: If it can use a stargate, then it can be built in hisec.

Very true. Some time ago I was completely shocked and awed to see a capital ship undock at Jita 4-4. I had always assumed Chribba's Veldnaught was the only capital in high-sec. It was awesome to see, and if I had been in a small and agile ship, such as a Shuttle, instead of a big ungainly Freighter, I'd have flown several circles around the capital ship, just to celebrate.

There are a number of Capitals in HS. Chribba's Veldnaught has the distinction of being the only (to my knowledge) one built in a 1.0 system that's left in that 1.0 system

In addition to other capitals that were built but never jumped out of HS, if your account lapses for more than 3 or 6 months, all of your stuff will consolidate to your med clone station. If your medclone station is in HS and you have a Capital, there you go.
In addition to that, sometimes GMs aren't paying close attention when they reimburse capital (and supercapital) ships lost to reimbursable things and just reimburse the ship to whatever station the character is in. This is (presumably) how the Nyx that was in Jita during some event (I forget what was happening, tbh. Jita was busy) got there.

As for building caps Tau, as usual, has it just right.

I have built freighters, ORCA's, and Jump Freighters in high sec in NPC station manufacturing slots. Actually have a jump freighter in the cooker right now. Don't even need a POS, although the time bonus POS assembly arrays receive is well worth it.

You can even build all the components for the other capital ships in high sec, just not the ships themselves. Although that is not a good idea due to the massive size of the cap ship components. They are a PITA to move around even with freighters. That is why there are so few cap ship components on the market.
