Is perfect refining possible without the Ore specialties?

Can I ask something for my information?

If I have these skills/implants and I am set blue (+10) by a corporation that holds sovereignty over the station I am refining in, will I avoid station tax as well?

I assume so but wanted to check.

I assume you mean a player owned outpost and not a NPC station.

It is up to the owners.

I did mean player owned outposts and thanks for the info (which i should have found myself)!

But if you are the mining sort and want to use mining crystals some day to increase your mining rate then you will end up training each ore type refine skil to at least L3 for the tech 1 crystals. So now the question is what is the least wasteful skill training program to get perfect refine at a 50% station? Answer refine L5, refine efficiency L3, and each ore type refine to L3.

Now you get perfect refine and can use the mining crystals tech 1. Tech 2 crystals requires L4 of each ore refine type.
No implant needed.
And you save all the training time on refine efficiency L4 and L5. Those are long training times for those two skill levels.

That is correct.
Arkonor, Bistot, Crokite, Mercoxit and Scrapmetal all require it.

Yes and odds are that if you are refining those ores then you are also using a station with a native 30% refine rate.
And then yes you will need refine efficiency L5 to get perfect refine anyway along with the ore specialties.
