Info about character:
Arrow Has all 4 races of frigate, cruiser and battleship to level 5
Arrow Can use T2 guns of all sizes for all 4 races
Arrow Has carrier skills for all 4 races
Arrow Has dread skills for all 4 races

Guessing around 35-37 billion?
