I wonder if this is bannable. Probably not. It's distasteful, but not actually scamming related to a CCP-organised charity drive.

goons have done this before to other people that have passed that were not members of the CFC. so now all of a sudden its different and shouldnt be done because he was a goon?

Made a signature so I am taken seriously on the forums, since thats the only thing they are good for.

He's not actually impersonating anyone. That's like saying if you name a character "Jita ISK Doubler" it's a EULA breach if you don't actually double peoples isk.

There a difference between scamming someone out of a carrier and scamming people who think they a donating to a murdered mans wife and children.

Goons have never and will never scam a plex for charity for a RL incident.

The EULA states:

IF CCP wants to stop the Vile Rat Foundation from collecting "donations", which appears to be well within the rules of the sandbox, they'll have to use a lesser known and more obscure rule to do so as the EULA reference you made has no bearing here.
