Implant Price Decline

I've noticed that implants in Rens and Jita are selling for around 2-3m less on average than they were around 3-4 weeks ago. At first I thought it was just a manipulation, but it seems to be holding on. Did I miss some Dev notes? I've searched but couldn't find them.

Are implants going to change soon? What is going on with the prices of implants recently? I didn't think they were THAT inflated but perhaps I was wrong.
