I've never had this problem before, but whenever I load eve it causes a faint static sound to emanate from my speakers.

It's just eve that does this, no other program has this problem, and I have eve's audio disabled.

I would appreciate any help that can be offered.

I had the same problem, untill I disabled line in in the windows audio settings.
