Looks like they just put it in at too great an angle. If they'd stuck the titanic in the water that steep it wouldn't have floated either. By the time the front is in the water, the back is under water. Pretty straightforward mistake made by the ones doing the launching, not the builders or designers.

Maybe it's a glass bottom boat and they forgot to close the window

That is not a yacht.

That is passenger river boat.

The whole setup is suspicious. They somehow built a boat, so there must have been some sort of facilities, but they are just shoving it into the river like it is a row boat. Just dumb.
