I know that at least at some point in the past it was possible to get a LS/HS bordering L5 agent to give the actual mission in HS. I've been cycling missions for one of these agents for the last 5 days without any luck.

Can anyone confirm that this can still happen today or was this removed at some point?

They changed it so lvl 5's only happen in lowsec now. I believe it was around the time of the mission quality/type revamp.

High sec lvl 5 missions was a bug and not intended to be that way.

Moving level 5's out of HI SEC was away to stop people in HI SEC from fleeting together to force them move out of HI SEC.. it didn't work.

And I can clearly see why. While the LP is nice. They are hard to solo and the constant interruption and risk, to me doesn't justify the reward.

I've been looking for some sort of small group casual PvE (maybe 2-4 pilots) for people that are past grinding L4's, with comparable rewards and was hoping this to be it.

incursion scout sites will probably get a revamp sometime next year. let's hope that they will be worthwile for small groups.
