FPS 'drop' every second

I've submitted a petition - just want to get your guys' pulse on this issue or see if anyone else has encountered something similar:

Literally every system tick second, my FPS will drop, causing a drag in the movement of the camera, and obvious problems with UI interaction. I have a very capable system, and use an optimized video setting (ie, not customized) in-game. Only seems to happen during large fleet engagements. I've tried putting every thing to LOW or OFF, and unticking every additional graphics effect, but nothing seems to make a difference.

A screenshot showing the FPS monitor which documents the problem: http://i.imgur.com/MpWGr.jpg . Same problem occurs with or without brackets on the overview. You can see that screenshot is with absolutely the lowest in-game video settings.

What can I do? I have the most up-to-date video drivers, I check daily. Thanks for any help in advance.

Here is the video dxdiag:

From the information you have provided it seems you are using the nVidia 306.02 graphics drivers. We have had reports that these drivers are having issues with GT6XX cards, such as the one you are using.

Until a new version of the drivers are released we are recommending that players fall back to the 305.68 drivers.

Hopefully doing this will solve your FPS issues. If it does then please update your petition so that it can be handled appropriately.

If the problem persists then please also update your petition to reflect that you have tried rolling back your drivers. We will then be happy to see if there is anything else we can suggest.

Doesn't look like the 305.69 drivers are for my chipset, they are used by 660Ti, not my 670. I can roll back to 301.42, but I can also tell you that I installed beta 306.02 drivers to update from 301.42 in an attempt to solve the problem I've described.

Thanks for the quick response.
