What is the point of low and null sec industrial 'content' if you are going to give no incentive for being out there. People play Eve for the spaceships, give them a reason to earn their shiny toys.

At present I am pushed to find a belt that hasn't been mined out by greedy bots and the mining 'community' needs to be displaced. At present it's more crowded than the M1 during rush hour.

Eh, I think that the problem is the relative lack of gradual progression from "safe" to "unsafe." Sure, CONCORD takes a couple seconds longer to respond, but compared to the cliff that 0.4 represents, and the second cliff that 0.0 represents those few seconds mean fuckall.

The solution here is to make that progression from 1.0 to -1.0 actually mean something. Going to a low (but still positive) security status system should be a lot like going to that one neighborhood where the cops don't like to go because people shoot at them. Basically, CONCORD should behave more like police.

The fact that evading CONCORD is a violation of the EULA is bad game design. Shooting at someone in a 1.0 system should essentially be the equivalent of shooting someone outside of a police station window. You can do it, but it's not smart. The lower the security status goes (until it hits 0.0 where there are no police) the higher your chances should be of getting away with it because, just like real police, CONCORD should not be able to be everywhere at once, nor should they be all powerful. Very, very powerful? Yes. However, there is such a thing as "so powerful it's stupid," and that's where we are now. That's why there's that cliff on entering "lowsec" and that second cliff on entering 0.0.

EDIT: Imagine your corp is trying to gank someone in a 0.4 security system. The coast looks clear, so you engage. The fight rages on for a good 5 minutes when all of a sudden CONCORD warps on grid. OH ****, IT'S THE FUZZ! All of a sudden the fight is altered by the presence of very powerful (but not invincible) NPCs whose goal is to take down the aggressing "criminals." You can exchange shots with CONCORD, and maybe even take a few of them down (or possibly even wipe out the patrol,) but ultimately more and more CONCORD vessels will show up as the first to arrive radio in for backup. It's only a matter of time before you have to retreat, but maybe you got your kills first. Hell, "cop hunting" could become something legitimate. We already shoot at "concord" in pirate faction missions.

I'm thinking that something similar to the incursion mechanics could even be used to simulate concord patrols. Ideally, though, these would be the first "rats" (because let's face it, CONCORD rats are still rats,) to use stargates. Cop's gotta hit the beat, you know?

Whether or not you win the game matters not.  It's if you bought it.

About the Goons and tech thing. From last I've seen of their spreadsheets(might be TEST I'am thinking of), most of the profit from the tech actually does go back to the individual members. So in a sense they do. It is a great difference between how Goons handle moon income and say the old NC use to.

Mutually beneficial arrangements do not pets make. A pet is when you pay an alliance for space, which is exactly what alliances like Red Citizens, AAA Citizens, etc. do.

If Goons decided to turn on the CFC, the rest of the CFC could easily turn on them and overwhelm them, provided of course they banded together in doing so. RAZOR being the largest alliance not currently occupied with a southern war would probably lead this new coalition.

Of course, there's no reason to believe this would ever happen.


Edit to address your edit: If CFC and Goons are the same, then your list doesn't make sense because you're then basically saying that Goons are Goon pets. GJ. :D
