Minimum sales tax

I have been away from Eve for a half year and the first thing that i noticed is that sales tax has risen.
How the Accounting skill modifies tax rate? Is it now minimum 1% or 0.75%?

Tax hike. Skill still works. Half of 1.5% is 0.75%.
