I really like the way you're working the blue colors here. I don't like that background too much, specifically, but the colors work, at least. I just think that this portrait emphasizes the empty space under your eyes/around the nose too much.

For a not too beautiful type character, I like it. Conveys businesslike pragmatism. I wish there was a way to do it with a better hairstyle, though. It's one of me least favorite ones. So... for pageant queen'ishness, I'd go 5/10.

But for the overall effect, I think I'd do 8/10.

Not quite sure you did the right thing trimming her chin like that .. it feels a bit hanging ..
but oh well
Its a good toon , but the pose doesn't really match her style.
I don't know what it is .. but something just feels... amiss from her

The greeen background is a good contrast for your toon. Your pose could be more interesting.

Zoom in abit and make your eyebrows darker. Then your avatar will be near perfect. Maybe also change the background.
