for station trading, does standing to the npc corp have any relevance, does it effect the costs of placing a buy/sell order?

Short answer:

Yes.

Slightly less short answer:

BrokerFee = (1.000 percent – 0.050 percent × BrokerRelationsSkillLevel) / e ^ (0.1000 × FactionStanding + 0.04000 × CorporationStanding)
