The man is asking why those that screw the game in such a way are not put on negative standings in some way.
Think about it you are doing a job for the 'State' & you are interrupted..... why are those that KCUF around against you on a matter
of state importance not counted and penalized for holding you back from your duties??

This must mean that those Coppers & Governments in the future are stupid as they don't have rules to stop the basic
BS happening against its agents doing their jobs against the enemy.

I think that if you are doing a job against a state enemy you are protected against sociopathic twats sticking their awe in.
