I'm going to do some math for the low bidder. Skillbooks alone that are injected cost 7bil. The cost to plex this character during the 3.5 years to train is 21bil. The cost of transferring is 1bil. That is 29bil just to cover the base cost of this character.

You said ~20% of this character is waste(overestimation imo as some science and gunnery skills are not useless). That would put you at 23.2bil. And again, that is just based on the creation cost of the character.
